A line trap is a parallel L/C circuit that creates a low impedance at power frequency(60hz) and a high impedance at your desired carrier frequency. You will have a trap at each end of the line that utilizes a pilot scheme such as DCUB scheme. On a simple scheme, you will usually only couple your carrier signal to a single phase of your three phase system. If this phase was to become faulted to ground behind your line, say on your bus, the traps high impedance to your frequency would keep your carrier frequency from following the fault current to ground and essentially "trapping" your frequency on the line ensuring your pilot scheme operates correctly.
There is a surge arrestor located internally to the trap that passes very high current faults on the system to protect the C of the L/C. Circuit.
