Petro is a scam, I also got job offer from them last year. When I was about to pay the fee to the service agent, our recruitment agency advised us not to pay until we received the Labor Market Opinion (LMO) from Petro. Unfortunately, they couldn't provide the LMO because they are fake. If they are really genuine, then they should have given us the work permit before.
To be sure, do not pay anything unless they will provide you the Labor Market Opinion or the Arranged Employment Opinion to prove that their job offer is genuine. But in my case, I didn;t received anything. How come this company is still victimizing people? This should be reported to the Canadian authorities.
