THE ABOVE ANSWER ARE OK. PUTTY WE ARE APPLYING MIX WITH PUTTY POWER & LEQUIDENT LIKE WATER OR WATER BASE, IF WE ARE APLLYING TO DIRCTLY TO PLASTED SURFACE IT WILL ABSORB THE WATER CONTENT IN PUTTY ,THEN WE CAN'T GET SMOOTH FINISH IT WILL LIKE A DRY POWDER, SO FOR THAT REASON WE ARE APLLYING PRIMER AS BASE COAT BEFORE APLLYING PUTTY.
