there must need of hard and fast actions regarding
penalties, punishments and sentences ,so that people think
1000times to do corruption, like immediate hard punishment
which can be specimen for others should be initiated,as is
in china. otherwise no bill, and any reform can work, as
where there is a will there is a way, who wan t to do bad,
can find bad ways, for minister immediate black list along
with punishments should be there.
