Volume of Dry Mortar = 35% of volume of Brickwork
Let the Cement Mortar Proportion be CM(1:4)
Volume of mortar required = 0.35 X 1 = 0.35 cu.m.
Cement required = 1/5 X 0.35 = 0.07 cu.m. = 2 bags
Sand required = 4/5 X 0.35 = 0.28 cu.m.
