In a overhead system why the voltage between line &ground is
taken for basic comparison ?and in case of underground
cables the comparison take only by the voltage between cables?

generaly the comparision made for
capacitive losses.in over head line
ground to line capacitance is taken
account but in under ground line to
line capacitance is taken for
calculation
