For the Over Current Relay, (Mostly CT operated)it will be considered the Ct secondary current either 1A or 5A depends on the system design. Mostly today's digital relays are having the option to select between the range.
Also the time for interrupting the flow of current when the over current phenomena arises. Time setting will be range bound, so that the user can decide.
