cases, then why the test plan document is the input for Test
cases in the Software Testing Life cycle?

Requirement document provides the requirements of the
customer. But,
test plan document provides the following:
* Testing topics to be covered in the project
* Roles and responsibilities of each Test Engineer
* Entry criteria, suspension criteria & Exit criteria of
the testing.
* work allocation and schedule......
