Why are transmission lines multiples of 11? Is it because of
some historic reason ? Or is there a scientific base to it?

Historical reason. Electric bulbs were first used in America
and they were of 100V DC. When AC was introduced, the same
bulbs were made to work on 110 V AC applying the form factor.

When a capacitor is connected in a transmission line, capacitor also takes energy from the same supply. But how is it able to increase the terminal voltage???
