in transmission line 11kv is step up or step down? why?

First of all we have to know that 11KV which is generated
from Generating station end will be stepup ed to 230KV 0r
more inorder to avoid losses, this case in only in
Transmission line.
But when going to distribution end S/S 11KV & 33KV S/S are
made stepdown inorder to use it as commercial load for
industries & household etc as 230V, 420V.
