8:3 encoder means its having 8 input line and three output
line. out of 8, 3 lines get selected and make a desire
output combination.
3:8 decoder eans its having 1 input line ,3 select line and
8 output line. witht the combination of three select line
we can connect input line to the output line out of 8.
