Thermo electric devices do this. Thermo electric devices "pull heat" to one side and leave the other side cooler. Radiating the heat from the hot side causes the cool side to become cooler. Some computer heat-sinks are made from this stuff, DC powered drink coolers are often made from this. In inverse you can generate electricity by adding heat to one side and cooling it on the other, I think it's Mercedes that's experimenting with replacing alternators with this stuff.
