Is it necessary to install Lighting Arrester on both side
side (i.e HT and LT) of Transformer in a transmission
substation? if yes Why on both side?

in transformer both side LA is installed because LA is the
for the lightening due to external system ligtining strokes
and overvolteges surge and it can be come from HV or LV
over head line and switching operation
