why in India it is maintained for exactly 50HZ frequency,
why it is not that 49Hz,why it is so?

In India, every power grid provide 50 cycle per seconds, each and every generator units operated under single standard, as it is maintained. Due to such a common frequency its possible to synchronise every plant with the grid.
