What is transformer tap changers please explain

i am working at Transformer factory as test engineer, tap
changer is the part of transformer's primary winding which
is use to balance secondary voltage, for example we
have transformer which feature are: 630kva, 33/0,400 kv,
and this transformer has a tap changer , transformer
primary voltage positions are like these
HV(v) Lv (v)
28500
30000
31500
33000 ....... 400 v
34500
36000
network voltage is 33000v but sometimes it can be
increase or decrease , you can change tap changer:)
but this for no-load tap changer for distrubition
ransformer, if it is power transformer you should use
load tap changer
