why transmission voltages are in multiple of 11kv?

A single disc used in the insulator is made to withstand 11kv voltage and it works more efficiently at 11kv. so voltage is in multiples of 11 such that we can use the disc accordingly.
if we take form factor as its reason, then its wrong because there is no such relation between F.F and voltage.
