why shear reinforcement is not provided in the design of
footing?

The design of a footing effective depth (d) is usually based
on the punshing shear criteria. Therefore, the hight (h) of a
footing satisfies punshing (2-way) shear and one-way shear. In
this case, shear reinforcement are not required.
