What Is Test policy and what is Test Strategy ?

According to TMMi the test policy defines the
organization’s overall test objectives, goals and strategic
views regarding testing.
My understanding is that it should state what activities
constitute testing (e.g. test planning, test analysis and
design etc.) and differentiate these from debugging. It may
be useful to say what proportion of project effort is
typically to be spent on testing ( I have heard 30-40% is a
good measure).
A test strategy is more like a template test plan. It
defines the test levels, roles and responsibilities that
you would expect to see covered in a test plan. To create
your test plan you start from the strategy and adapt it to
thespecific conditions of the project.
I'm still unclear where the process, metrics and plans for
the management of the overall testing programme should be
defined. E.g. the test organisaion and its management, test
process improvement, training etc. Any suggestions?
