what is interlocing and what is the purpose of this?

interlocking means :When two machines are interlocked with there tooths,then only both the machines are able to work at a time if one machine starts to work automatically the other will work if not both are idle.this is interlocking.

Now Open A Stn Earthing than Open B stn Earthing (Which have a 50MVA reactor) , AND suddenly show R,Y,B phase 704KV,573KV,118KV respectively. Que is without closing of breaker how it is possible.????
