current means flow of electrons in one side to another side in same medium.Example water. the flow of water is like current and pressure of water is voltage

We normally make oil soak pits under Transformers. Oil from soak pit goes to collection pit. We provide granules/pebbles under transformers. My question is weather granules/ pebbles to be filled in soak pit or not? if yes upto what level?
