Is there any standards to be followed in creating a mobile application?

Testing Point Of View :
- Application should not violate the existing feature of
Handset - Call, Network, Memory should not exceed the max limit.
- Original behavior should be follow - Like if Handset Menu
works at Right HandSide then Application Menu should be in RHS
- Application UI should be respective to the Handset screen
Size.
- There are certification process for Handset application.
If application not following the certification , then it's
App should provide alert that "App is not certified,would u
like to continue"
