Weather W.C.T should be deducted on advance payment?

In my opinion W.C.T at the applicable rate may be deducted
on advance payment.However in cetain cases it is seen that
W.C.T may not be deducted on advance payment but it will
deducted at the time of settlement of bill, as convenience
or avoiding complications.
