think some changes should be there in specifcation docs, or
u find the difference in FRS and Design docs,whom do u
report this??

If u are formal reviewing the requirement documents which
has come from the development people,u can report that to
the Document author.So that he modifies the document.
If u face this while informally reading the document u can
discuss with your TL so that he clarifies u'r doubts or
escalates to the concerned development people.
