i think expansion joints on busbars are at the extream end of it. these are provided for joining other busbar of additional panel at both ends of switchboards. thus utilising these joints we can add additional panels.
thermal expansion joints are used at the place where busduct terminates on switchboard busbar. when heavy current flows through busbar its busbar expands due to heat, this expansion put lot of pressure on switchboard's busbar. this may result in breakdown of switchboards busbar. so thermal expansion joints allows the busducts busbar to expand.
