possible whether it affect human beings on earth near the

any fault current include ground path like L-G, L-L-G ,
open conductor fault etc. called ground fault current.
continously supply basicaly feeding the current to fault.
yes, above faults.
yes, depend on type or cause of fault.
effect only when circuit is closed to flow a current it is
not possible when human is insulate through rubber or any
insulated material.
