I would say it's time investment but not time waste. If
test condition, test cases, test scripts are not prepared
per a defined test plan, we are leaving the test execution
to the will of the tester. The core aim of testing i.e.
verify & validate the software product is put under high
risk. We can view it as a COQ which would be handy to avoid
COPQ.
