How can you grant access for an administrator to access all
mailboxes on a specific server

Answer Posted / farookh

The option is greyed out because the user may be a part of
a group which has deny permission.
Deny will always exceed allow permissions.
To fix this allow the group from Top level permission and
then inherit it.
