Why TAP changer provided in primary side of HT
transformer ? and why not in secondary?

Because of High Voltage in primary side, it will draw less
current. While changing the tap, Due to less current
sparking occurs less.
In secoondary side low voltage, so high current in
secondary, and more sparks due to high current.
