the 2 nd answer is quite right ,
actually we have to know the value of core insulation
its resistance , for its condition ,we have the standads
for it , and match with those value
if there is leakge current , the value should be lesser
we are doing between phase- earth , and phase to phase
so we match the phase to phase value also
