in transmission line 11kv is step up or step down? why?

*In transmission line 11kv is genrally step up,
because due to step up voltage (for example 220 kv,400 kv)
line current automatically goes down. Transmission line
travel is in KILO METER. To avoid the HEAT LOSS(I2R).
* If current is high, current carrying conductor
also change its size. so, cost also chaned in x'mission
system. So, we always used in high voltage low current
transmission system
