For having nonavailablity of 10 Amps fuse, a lineman replace
the same with 5Amps two strand, Do he correct ?

No.
If 10 amps fuse not available replce the same with 5 amps
two strand is not correct.
Because while connecting two strands in parallel current
distribution between them will not be equal and if one fuse
fail above 5 amps the other automatically fails
subsequently.
