Normaly its connected in the primary side of the
transformer its not a matter of HV or LV why we use the tap
changer? in case of variation in the input output also
varied ( increase or decrease)we need to maintain the
constant voltage at the output by varing the tape we can
get the constant voltage at the output the AVR also used
for the same function
