what is the difference between 5v capacitor and 5v battery

5V capacitor are meant for ac only, not used in dc supply.
It blocks dc but allows ac to flow and can be recharged and
discharged quickly. Where as 5V battery is a continuous dc
source, not ac and doesn't get discharged quickly.

if a PTC having operating voltage 230V is not available then Can we short the circuit where PTC inserted or anybody having other solution. if yes, please reply hurry.
