When p f is leading means a leading current is supplied by
the system to the load.In this case load current leads the
load voltage by some angle so the phaser of voltage drop in
resistance & reactance leads the supply voltage( please
refer the phasor diagram) which causes the load voltage to
rise than the supply voltage.
NOTE:- to have a proof of this you need to see the vector
diagram of power system during lead power factor condition

why do you add the load short circuit impedance when considering short circuit amperage. It seems that you should only consider supply. If you need to consider loads and you don't know what loads are to be added , what would be a good sub-transient reactance rating for the loads?
