Rate is 2 % and 3 % cess on tds. If the party's turnover is
more than 10 lakh in case of non-companies and more than 1
crore in case of companiese , 10% surchagre is added on tax
before calculating the cess. so effectively there are two
rates 2.06 % and 2.266%
