Neutral is the return path for the current flows in heathy
operating condition & earthing is the path through which
the current flows towards earth in faulty condition to
protect the system because in faulty situation this current
will be several times higher than the normal operation.
As per the equations:
I=V/R &
R=rho.l/a
For the Neutral wire,for normal operating condi,'I' will be
less,so'R' of the wire should be high,there for Neutral
wire are usually of more lenght & of smaller cross
sectional area. Same things are just opposite in earthing
wire.
