what is interlocing and what is the purpose of this?

i have another example.
we have two belts.one is uper and second os down side for
passing urea or cement.
so we must have privide interlock. first is must run
downside then running is uper belt.
if time any down belt side creat problem so uper belt is
not running. and prouducts will not weasteg.
