The cause of skin effect is as said in above answers.
Also we have inductive reactance proportional to frequency,
hence skin effect is pronounced at higher frequency.
another answer may be that inductance is proportional to
rate of change of flux linkages with respect to current. as
frequency increases change in flux linkages also increases,
L increases, Xl increases, skin effect is more pronounced.
