The high voltage is high potential, but very low current.
This is to minimize I^2*R power losses in transmission. As
you get closer and closer to the destination, the step-down
transformers bring the voltage down, eventually to the
220/110 VAC (here in the US) that is used in residences.
Because of conservation, when you step the voltage down, the
current increases. It is for this reason that this is done
closest to the end user. That way, power is dissipated in
the products at home and not wasted on the way there.
