Try scheduling like this. Put next date as which ever time
u want and interval as \'TRUNC(SYSDATE+(1/24),\'\'HH\'\')\'
this will execute the job every one hour.

This will execute the job every day at 12:00 mid night

exec dbms_job.submit(:v_JobNo, \'proc1;\', TRUNC(SYSDATE)
+1, \'TRUNC(SYSDATE)+1\');
