Is it possible to design heat treatment processes such that
a gradient in grain size is produced?

The question is not clear. Is it the gradient from surface
to the core or from core to the surface. However, Any grain
refinement heat treatment is carried out to have a uniform
grain structure, like for exampling normalizing. It wmay
not be possible to have a gradient grain structure.
