What metal would be better suited for heat transfer,
reliability, and cost...??? I'm currently using Aluminum
for a 'hot-wedge'.

for high rate of heat transfer and closed enclosure parts ,
copper would be best suited for reliability, heat transfer
and slight high cost than alluminium but fo parts where the
heat transfer rate is low and the parts have sufficient
space for heat to dissipate , alluminium is suitable.
Silver can also be used but it would make it a costly
proposition.

A plain carbon steel contains 45 wt% of proeutectoid ferrite. What is its average carbon content in weight percent? I know that you need to use a tie line in the phasediagram, but my book does not really give a good example to go by?
