plz tell me who are known as underwriters? in simply words

when the shares of the company are issued for the first
time, 90% of the shares should be subscribed by the public
,if they are not subscribed then the particular company go
for underwriters who do the job of subscribing i.e give the
guarantee to buy the shares of the company if they are not
bought(or subscribed) by the public.
some of the underwriters are IDBI.ICICI,SBi etc.
