IF LOAD INCREASE IN ALTERNATOR , THAT DECREASE THE SPEED OF
ALTERNATOR. SO FREQUENCY DECREASE, WHICH IS NOT DESIRABLE.
SO GOVERNING SYSTEM SENCE DECREMENT IN SPEED. AND INCREASE
THE SUPPLY OF STEAM TO PRIMEMOVER TO MAINTAIN CONSTANT SPEED
