therotically it should be 0V. But practically differences
lies for which upper limitis are been mentioned.
For electronic systems like telecommunication it less than
5 V, for power systems less than 100V.
Secondaly , it may connected to earth depends on what
neutral you system needs i.e. fixed or floating.
Moslty it is connected to earth for safety of personal &
euipment.
