if you have one (DC)domain controller and anohter is(ADC)
additonal domain controller,now as per your qusetion if DC
is down and ADC power is on,it'll take control that time
but on ADC you to create global catalog server.
ADC'll give 24 hrs services after that it won't.
before 24 hrs make this ADC as a DC.
for this you need to seize the FSMO roles.
