QSM-01130: Multi MV rewrite not allowed if at least one
query block has no MVs

Cause: When only multimv query rewrite is enabled, every
query block should have at least one MV in it's from clause
Action: Disable only multimv query rewrite with ALTER
SESSION SET "_ONLY_MULTIMV_QUERY_REWRITE_ENABLED" = false .
