Cause: An EXEC statement was not placed properly in the host
program. For example, there might be a data manipulation
statement in the Declare Section. In a Pro*COBOL program,
the Declare Section might be outside the WORKING-STORAGE or
LINKAGE SECTION.
Action: Remove or relocate the statement.
