Cause: The precompiler was unable to open a temporary file
for internal use. There might be insufficient disk space,
too many open files, or read-only protection on the output
directory.

Action: Check that there is enough disk space, that the
limit for open files is set high enough (check with the
system manager) and that protection on the directory allows
opening a file for writing.
