Cause: The cerificate cannot be accessed. One of the
required parameters is probably NULL, or the index specified
by the application does not contain a certbag. Another
possible reason is that the certificate could be malformed.

Action: Enable Oracle Net tracing and attempt the connection
again. Contact Oracle customer support with the trace output.
